Education Out Loud is the Global Partnership for Education’s fund for advocacy and social accountability. The fund supports civil society to be active and influential in shaping education policy to better meet the needs of communities, especially of vulnerable and marginalized populations.
Education Out Loud is managed by Oxfam IBIS.
Education Out Loud aims to enhance civil society capacities to engage in education sector planning, policy dialogue and monitoring and to promote transparency and accountability of national education sector policy. It also seeks to create a stronger global and regional enabling environment for civil society advocacy and transparency efforts in education.
The Global Partnership for Education (GPE) is dedicated to building stronger education systems in the world´s poorest countries in order to assure inclusive and equitable quality learning.
Type of project of Global Partnership for Education’s fund:
Education Out Loud supports civil society organizations to effectively advocate for education on behalf of the public interest, by funding adaptive and learning-oriented practices to strengthen transparency, accountability and civic participation in education. It will provide funding for projects with activities seeking to: improve the transparency, participation, and accountability of education sector policy dialogue; increase the availability, sources and variety of information to formulate and act on relevant policy solutions; mobilize citizens as right holders to play an active role in monitoring implementation of education policies and finance and use this information to hold duty bearers at all levels accountable.
A strong focus on civil society capacity development
Education Out Loud emphasizes grantees’ learning and provides each grantee with up to one year of preparation time to analyze their context and build skills, and to develop strategies for monitoring, evaluation and learning before starting implementation. To strengthen grantees’ capabilities, Education Out Loud will match them with learning partners to provide mentoring and training.

Eligibility for Global Partnership for Education’s fund:
Eligible applicants: Global, regional or multi-country civil society alliances, which include at least one national civil society actor in GPE partner countries, may apply. Grant activities must take place in more than one country, as part of a strategy to influence global and regional policy
Eligible organizations include trade unions, women’s groups, youth groups, minority groups, school management committees etc. The organizations must be formally registered in an eligible country and established for at least 2 years in order to apply. Other types of civil society entities without formal registration status can participate in the project but must be working with a formally registered lead organization in order to access funds. National chapters of international NGOs are not eligible. This includes the country offices of INGOs, affiliate members, federation or confederation members and organisations that may have independent registration but are significantly supported by an INGO through an affiliate or association arrangement.

What will Education Out Loud fund?
With an overall funding envelope of US$55.5 million, Education Out Loud is the biggest education advocacy fund in the world available for civil society. Oxfam IBIS manages the funds on behalf of GPE. Education Out Loud offers three different funding windows to support civil society organizations. Grants are available for national and international civil society organizations and networks in eligible countries worldwide between January 2020 and December 2024.
US$450,000 to US$1.2 million over up to three years.
